Windows does not like special characters in the name of the hotspot, such as the Chris's phone, etc. Get help with Personal Hotspot in iOS - Apple Support

May 9, 2016 1:30 PM in response to alvarezcsarby sberman,Look at Settings > General > About > Name on your iPhone. Is the name that appears there the same as the name that appeared on your iPhone 4? If so (likely), then your computer likely thinks this is the same network, which it is not.
If your computer is a Mac, you can go to System Preferences > Network > Advanced and highlight that network name and click the minus sign below it to forget about that network. If you have a Windows machine, I cannot tell you how to do something comparable.
Instead, you can change the name at Settings > General > About on your iPhone before you turn on the Personal Hotspot. Then connect to the new network.
