If "Find my iPhone/iPad" was off and you wiped the iPad clean it should have nothing but the native apps in it. Nothing with 9.99 owed should show up. I would go to Settings > General > Erase > and Erase All Content & Settings or alternatively use Recovery Mode (not DFU which is harder to get into) and set it up as New, not from any backup.
