Try opening finder > finder Preferences > Advanced Tag and ensure that "Show warning before emptying Trash" is checked.

In general I seem to be having all sorts of problems. I am unable to do a Time Machine backup, even after reinstalling OS X. Disk Utilities does not find anything wrong with my boot drive. I have no idea what is going on. This is very painful.
