When I delete a file, it is deleted immediately after a warning message. Deleting a file does not put it in the trash can. I have reinstalled OS X El Capitan, but that has not fixed it. I can find no setting that would cause this to happen. Any ideas?

Try opening finder > finder Preferences > Advanced Tag and ensure that "Show warning before emptying Trash" is checked.

In general I seem to be having all sorts of problems. I am unable to do a Time Machine backup, even after reinstalling OS X. Disk Utilities does not find anything wrong with my boot drive. I have no idea what is going on. This is very painful.
