iMovie Theater question

I am unable to get iMovie theater to work. I made a short video (1 minute) and saved it to theater on my phone. I cannot see it in theater on my iPad, MacBook Air, or I Mac. iCloud is on everywhere, my network is working. I was able to share through airdrop, but not theater. I thought once it was in theater on one device it would be shared to all other devices. iCloud works with everything else - docs, pics, etc... When searching here, I found questions from 2013-15 But nothing more recently. All my devices are updated as are the apps. Any help will be appreciated.
