My Apple ID has been changed by unauthorised user. Then I get a message on my IPad about Lost Ipad, and they ask to follow the link they've provided to unblock my IPad . What can I do? I've sent several letters to Apple, but still get no answer.
Is the iPad a 2nd hand device? What, exactly, is the message you are getting (exact wording and link info).

No iPad is not a 2nd hand device. I've purchased in 2013. message is in Russian: "Потерянный iPad Ваш iCoud заблокирован. для снятия блока обратитесь сюда **** Не вводите пароль больше 5 раз"
They've changed my password using my email (they managed to hack my mail account), then they accessed my iCloud account and changed my Apple ID.I've received a message from Apple: "Your Apple ID information has been updated"
It sounds as if you followed a scam link when you responded to the message about a lost iPad. Essentially, you gave your credentials to crooks. You'll need to contact Apple Account Security.

Yes, I've tried. But the problem is that we don't have Apple support in our country. Is there another way to contact with Apple support team? I remember the initial Apple ID and password, and the mail associated with them.

This is the 7th day, Apple doesn't keep in touch with me to resolve the issue. How can the organization like Apple leave its consumers in such hopeless situation?
Are you certain that the email address you are checking for emails on is the same email address as your Apple ID? Have you checked your junk email? If the answer to both is yes, then I would email them again and ask the question you have asked me.
