Q: Can I use a 2nd hand iPhone without previous owner's Apple ID Login?

I bought an iPhone 6 on Craigslist and did my due diligence to check that the phone was not on its carrier's Lost or Stolen list.  I failed to check for the activation and now I am locked out due to no contact with the previous owner and his or her Apple ID login information.  Is there a way around this so I can use the phone?
