Trouble syncing iphone contact with outlook 2016

I recently set up a new computer and installed outlook 2016 as well as icloud to sync my phone with outlook. Everything seemed to be synced and working fine until I noticed some errors. In my troubleshooting I determined that new contacts added to my iPhone do not show up in Outlook. However, it works the other way. It is also weird that calendar entries, emails, notes, etc all sync both ways. I have reactivated icloud and checked the outlook add-in, but nothing works. Anyone know how to get my contacts syncing again?

Hi rachelabruzzo,
I understand that you are having issues with your contacts staying in sync when you add them on your iPhone. Let's see if we can get that sorted out.
Now the first thing I would check is to make sure that when you create contacts, that they go into iCloud and not another syncing service or your iPhone. You can look at that by going to Settings > Mail, Contacts, Calendars​ and scroll down to Contacts and look for Default Account. If it says anything else but iCloud, then the contacts won't be synced with your computer.
