I bought an iphone 5s from someone and could not log into my icloud account because their old id was logged in. Will resetting the phone remove them from being logged in on that phone and allow me to then log my account to that phone?

You may be seeing Activation Lock:

If so, you must get the original owner to release Find My iPhone, or this iPhone will remain useless to you.
There is no way around this.
No it will not. The only way to remove them from the device is for them to remove the device from their iCloud account. You will have to contact them and have them take care of that. If you cannot get in touch with the previous owner, you will not be able to log into the device to activate it. It will be useless to you.
