Q: Fan stuck on full

I have not opened it up yet but if it helps every once and a while while i monitor the fan it will flicker for one second to reading like 7 RPM then drop to zero within a second.

Just though i would add every piece of information i had to this.

So there is no colored wires coming out if the fan. Only black? unless you mean wires on the back side of the logic board

The plug comes right out of the fan itself and when i changed the fan the same thing happened

Unless there is a bad solder joint on the plug itself. That pic is of the old fan.

I take it that "V" Indicates Voltage.

Ahhh That makes sense. I took a look at the solder joints but i don't have a magnifying glass to get really close up... They seem ok, doesn't look like a cold solder or anything like that. I wish there was someone i could talk through this with free. lol.

I am honestly at a loss. I am very technological and this baffles me. lol

That is good advice. I had no idea that Apple had a free evaluation. When i get some time away from work i will have to set that up.
