I am using ipad2 and ios 9.3. Since few days i cant log into my ipad. I have an info that there is an error with activation of ipad

'ipad is not activated. Server of activation is not available.' i have this ipad since a year and i never had problems with it since now. Is it because of ios 9.3.1???

I dont know what to do? Should i throw it away? I cant do anything. I am not loggwd in icloud and i dont use 'find my ipad'app.
