Personal iCloud/iTunes Accounts a Nightmare for Business iPhones

I'm sure I'm not the only one facing this problem. We have about 200 company-owned iPhones and iPads that we track using Meraki. We allow users to install their own apps using their personal iTunes accounts and synch using their iCloud accounts. We have a process in HR where an employee is supposed to remove their passcode, iTunes, and iCloud information from the phone so that the phone can be wiped and reused. However, this often doesn't happen, and we are stuck trying to contact the employee for their information or have to throw the device away. Does Apple have any business tools that would allow me to manage the phones that I own without having to jump through these hoops?

iPhone 5, iOS 7.1

Use a different MDM. The JSS from Jamf Software allows you to recover registered devices from Activation Lock.

Otherwise you'll need to bring each device and proof of ownership (orignial invoice/receipt) to Apple
