I Created a photo album on my iPad and would like it to automatically appear on my iPhone. How to do this?

I Already sync my photos, but what I want to do is to create on ALBUM on one device and have that album appear on other devices (specifically, to create an album on the iPAD and have it automatically appear on the iPHONE)
So, you would go to the Albums view in Photos, then tap on the Album you want to have on your other device. Then, tap on Select>Select All, tap on the share button, then tap on iCloud Photo Sharing, the Shared Album window will diaplay, then tap on the bottom part of the window where you see an Album Name, tap on the + to add a new album, or select an existing album to add the photos to. Tap on Next, put in your Apple/iCloud ID, tap on Next, tap on Post:

No, you can go back to it and share it differently.
However, if it's "your" album, it's shared by default for anywhere you are signed in with the same Apple ID.
With the shared album selected, go to the little person icon on the top right and click.
You should see your name there as the owner.
The screenshot is from a Mac. Are you only using the iPad and iPhone?
In Shared, select the shared album and tap PEOPLE on top right. Tap on INVITE PEOPLE and you should see who has access to the album, You should, as the owner, be there already.
I must have a different version than you. I have an IPAD2 from Christmas, 2011., and I don't see anything like you describe. Nor do I see it on my iPHONE5c.
As far as I can tell, I can only share an album when I create it - is that true? I don't see anything in Settings to share albums (I have "iCloud Photo Sharing" enabled in both devices.) and I don't see anything in Photos that allows me to share existing albums.
Hello, I suggest you use a tool like iPhone Transfer from RecoveryAndroid. It's a wonderful program especially for iOS devices. You can run it on computer and plug in iPhone and iPad. Then it will detect their data and show you in a list. You can choose and sync photos from iPad to iPhone.

You'd need to enable iCloud syncing of your photos and have the same Apple ID on both devices.
... or import your photos to your computer and then sync both devices to that same computer using iTunes.
As said... enable Shared Albums on both devices and sign in using the same Apple ID to iCloud on each device.
I am running iOS 9.3.1 in both devices. And both say that this is up to date.
