Why customized configuration is not available for India?

Why customized configuration is not available for India?

I have seen that customized configuration options are available for 15 inch Macbook pro to bump up its configuration to 1TB storage and even faster processor, and this option is available for most countries except India. Why I can not avail such options when its available for most Asian countries like China, Singapore, Thailand?

First understand this is a user to user forum and Apple Corp. personnel do not participate here.

I suspect that part of the reason is that Apple does not have a direct presence in India, partially due to the restrictive nature of India's business laws in regards to foreign companies,
