iPhone 6 plus ear speaker issue
Since i update my device to iOS 9.3.1 i have a problem with my ear speaker on calling the volume is very low
is it common issue with iOS 9.3.1 ?

It sounds to me like the receiver, or ear piece is muffled when you are on a call. I would check out the troubleshooting in the following article to help you troubleshoot the issue here. You can ignore the bluetooth bit because I doubt that's anything to do with the issue here:
