Help me to set permission to folder /Library/Preferenses

I installed Adobe InDesign CC, but when program doesn't starts. It says: "Error. Unable to launch Adobe InDesign as you lack sufficient permissions to access the preferences folders. Ensure that you have appropriate permissions and then restart Adobe InDesign." I found a reason here https://forums.adobe.com/thread/1314214?start=0&tstart=0 But I cannot add the Admin and all users showing, and change permission for all users and admin as read/write. System says that I have not enough rights to do this. I'm only one user of my MacBook Pro late 2013. I have only one user – Admin. My OS is El Capitan 10.11.4. Help please.

MacBook Pro with Retina display, OS X El Capitan (10.11.4)

The root Library is locked down by System Integrity Protection (SIP).

However, that is not the folder those instructions say to modify. You are supposed to modify the permissions on your user Library/Preferences, that is what the ~/ means. If you follow the steps precisely, you will arrive at your user Preferences folder. You can get to your Library by holding down the Option key and selecting Library from the Go menu in Finder.

Adobe hasn't yet figured out how to properly code their software for OS X permissions. I'm not sure why every other developer can seem to do it but Adobe can't.

Changing the permissions on the Adobe folders should be all that is required. Altering the permissions on ~/Library/Permissions and every subfolder is horrendously inappropriate.

I would just try adding the additional access to the Adobe folders that are in each of the locations specified.
