MY ICLOUD IS BLOCKED****

I Know my password to my icloud but it has been block and I try using the ''iforgot my appleID'' but that's no help because it basically sends me to the login page. It seems like a never ending loop hole..i need to reset my password but to do that I need to get in my icloud account and I cant because it is blocked. Someone please help
