Q: When i have my iphone on bluetooth I can not use the microphone to dictate.  Any way around this????

Are you saying that the microphone on your bluetooth device is not working?

Both the channels (intake and output) are transferred by the Bluetooth protocol - are you using a headphone pair for listening only?

The system in your jeep may need additional settings to accept voice commands - or may be limited to one way channel - IOW you listen to the phone and not the other way around

I would also try to post in a jeep forum if possible - chances are higher that you may get an answer from someone with a jeep and iPhone
