I'm very sorry the steps I provided in the first post didn't help you. After doing a little more research about the issue you're experiencing it seems like you're not the only who's having problems. Have you tried signing out of Game center, then singing back in? I'd also recommend you check to see if your router is configured to support Game Center. For more information regarding that, please refer to this Knowledgebase support article from Apple: TCP and UDP ports used by Apple software products - Apple Support. Try restarting your router as well. If you're still having problems your only option may be to just do a clean installation of iOS 9 without restoring from a backup.
I also understand in most instances we don't want to do a clean installation on our iPhone's and I can also completely understand how inconvenient it can be to have to do so. I however think doing so should and hopefully will fix more than just the problems you're experiencing with Game center. So when you think about it, the time and effort may be worthwhile and you should hopefully not have this problem again.
