I have the latest AppleTV 4 with all available updates and when I access the Photos app is says "No Network Available, check your internet connection and try again. If the problem persists, contact Apple support." All other apps on the Apple TV 4 work great and there is good internet signal. What do you think the problem is?

The bad thing is that more and more things like this happen. This was one reason why I left the Windows world, now it’s coming to the Apple world. Why, Apple? Why?
Thanks, this worked. That error message went away, and I can see the photos.
But, then the PHOTOS option couldn't be selected when choosing a screensaver (which was the main idea I was trying to get the photos to come through to the TV)
You might check the settings under Accounts->iCloud, and confirm that your iCloud Apple ID and password are correct.

All login information is correct. The only thing that I could do to resolve it is do a system reset. There must be a bug that Apple needs to squash.
Force quitting the Photos app might have been enough to do it. Some apps seem to become corrupted after running for a while, and they don't exit until you force them, just like phone apps. And yes, this represents a bug in the app.
I had this problem too.
Solved with the next steps.
1. Goto Settings
2. Select Accounts
3. Select ICloud
4. Select Sign Out.
Reboot the Apple TV ( settings,system,restart)
After rebooting
sign in your iCloud ( step 1 t/m 3)
turn on iCloud Photo Library
turn on icloud photo sharing
