The latest version of iTunes should recognize iPhone 4 - it even recognized iPhone 2G when I just used it
If the local computer will not cooperate with you
Make a "Genius" appointment at an Apple Store, or go to another authorized service provider.
and they will help you get the data transferred

Then try updating your iPhone 4 to iOS 7.1.2, the latest version supported by the 4. You could try updating the 4 over the air. See if it then connects to iTunes in order to make a backup.
