I left a message & the callee had no problem originating a call to me. This failure to originate Facetime from my iPad Air or my wife's iPad 2 seems to be pretty consistent when calling a remote iPad, but either of our iPads can consistently originate a Facetime connection to the other. What could be the cause? iOS 9.3.1 at our end.

I would request you to check if the person(s) you are calling have FaceTime and are signed in
