WWhy can't I send a non iPhone user a picture? I have sms and mms on, but I still can't send a picture in a text.
iPhone 6, iOS 9.3.1
Have you contacted your carrier to make sure you have MMS enabled on your account? Do you have an active cellular data connection?
Yes mms is enabled and I do have a data account.

Yes my cellular data is turned on. It still doesn't work

What did your carrier say? MMS is a carrier feature.
