I'm trying to enter a credit card in apple pay. A box appears with no way of clicking the picture. off. I assume I'm missing something but cant figure what to press to take the picture.

You're not really taking a picture of it. The camera is reading the info off of the face of the card in order to register it. You can skip the camera portion and input the details manually.
