Are you able to make and recieve phone calls on the ipod touch 6th generation? if not, can i got to my local apple store to see if they can put a app that i can recieve and make phone calls.

You don't need to go to the Apple Store to install apps on your phone. All the available apps are in the App Store. You can access it directly from your iPod.
