But the Finder does not recognize it as an Aperture Library package and is showing it as separate folders and not a package.
Try to change the filename extension of the library back to ".aplibrary":
Rename the topmost folder "Aperture Library" to "Aperture Library.aplibrary". Does the icon now change back to the fan of pictures icon of a photo library?
Then try to open the library again in Aperture by double clicking it. If Aperture still cannot open the library, make a backup and rebuild it. See this manual page: Repairing and Rebuilding Your Aperture Library: Aperture 3 User Manual
Is your external drive formatted correctly as MacOS Extended (Journaled) and locally mounted, or is it a network volume?
What happened before the problem first occurred? Did you move the library?
