Q: icloud profile manager server 5.0

Hello!
I'm using Profile Manager and I have disabled 'System Preferences', 'iCloud' and 'Internet Accounts.'

I have disabled the 'iCloud' and 'Internet Accounts' in system settings, it is therefore grayed out, and you can not click on the options in system settings.

When I start the mail.app it is showing a popup showing that I can choose iCloud as the 'Account Provider'.
At this point you can log in with an AppleID and email, and the other iCloud apps configured on the computer.
Attempting to enter the Accounts via mail.app you encounter a dialog that says 'Internet Accounts is not available ... Your system administrator has not given access to this preferences pane.'

Question: Why do this pop-up appear when I have disabled it as described above,  or how can I turn off 'iCloud' and 'Internet Accounts' pop-up or the entire iCloud in OS X El Capitain


Does anyone have any pointers or clues to why this is happening?
