Buy yourself an large, slow drive in an external enclosure (3x the size of your internal drive is recommended).
Point Time machine to it, and it will make backups on the external drive and free up any space occupied by temporary backups on your internal drive.
Also, when Time Machine with an external disk is setup on a laptop and the external disk is disconnected, TM makes locak backup called snapshots which it written to the external disk when it is reconnected. Those snapshots may meing deleted. See:
Find and manage your iTunes [iOS] backups - https://support.apple.com/HT204215 - "Learn how to find a list of iPhone, iPad, or iPod touch backups on your Mac or PC. To free up space, you can also delete the backups that you no longer need."
