New contacts do not upload from iPhone to iCloud

I have an iPhone 5 with iOS 6. I am also using Outlook 2013 on Windows 7. I setup my iCloud account and it is active. I cannot get new contacts added on my iPhone to sync up to the iCloud. If I add a new contact either in iCloud from a web browser or created in Outlook, it appears shortly afterwards on my iPhone. But contacts added from my iPhone do not appear elsewhere. Obviously, all connections are working since the new contacts can come from the iCloud or Outlook. Can anyone shed some light on what could be causing this problem and how to fix it?
