Having problems syncing to iTouch

I'm having trouble syncing music I just purchased from iTunes onto my iTouch. When
I connect my iTouch to the computer (Windows 10) to start the sync, there's a tone and the
Apple iPod window appears on the computer showing the internal storage.
However, the icon for the iTouch is not showing up on the upper left of the
screen, where I would normally begin the syncing. I checked under Settings,
Devices, Other Devices, and Apple iPod shows up. I've restarted both the computer & the iTouch.

I take it from your description that Windows sees your iTouch but iTunes doesn't. Here is a good place to start:
