My iphone 4 will not pair with my laptop

My iphone 4 will not pair using bluetooth or via the USB cable. I have Win 7 and it is in the discover mode. Windows runs the pairing request and I get a pairing code, it discovers my phone but the phone rejects the request! It won't even appear on the laptop with the USB cable.
