If I understand your post correctly you're unable to send SMS, but iMessage does work. For help with troubleshooting Messages on your iPhone please follow through the steps in the link below.

If you can‘t send or receive messages on your iPhone, iPad, or iPod touch

Same problem here!...it's hit an miss...mostly miss! I have no idea what goes through and what doesn't. IMessage does seem fine
