My universal modem hsdpa 7.2mbps is not working with my mac retina 2013? help

MacBook Pro with Retina display, OS X El Capitan (10.11.4)

You most likely need El Capitan compatible software and/or driver for it if available. Not sure how you can get that without an internet connection.
