Hi,
on all my devices and icloud the storage that I have used for mail is stated as 2.6Gb however i have deleted all my mail and emptied my trash...no mail an ANY folder (inbox, archive, sent, trash, archive all empty).
How do I get this reset ?

See if you can glean anything from this thread -- iPhone can't back up, says not enough storage. Guess it has something to do with 'iCloud storage buffering' (couldn't find much on the internet about it though).
Personally I don't use iCloud mail, don't have anything in any of my folders, yet iCloud storage shows I have 5 KB being used (I know...not as much as yours).
You could reach out to Apple Support and see if they can get involved. I know an individual, from that link above, did that and it proved helpful.
