iCloud removing Purchased AAC tracks

Every now and then iCloud removes Purchased AAC tracks from my iTunes. If I convert them to mpeg they seem to be safe, it's only the AAC tracks.

A few months ago I went thru thousands of tracks and got them back into iCloud ( can't remember how!)

What is causing this and how can I fix it PERMANENTLY?

iMac, OS X El Capitan (10.11.4), iTunes 12.3.3.17
