Maybe that's the point... I don't use a router like most of the people. I don't live in a city or a village. So I use my iPhone as router or personal hotspot.
Can that be the issue?

- The iOS device must be using iOS 7 or later and have Personal Hotspot turned off in Settings > Cellular.

Are your restrictions set to Allow Airdrop? If so I would try emailing the document, not the same you asked but a workaround.
