Firewall keeps turning off

I own a 2015 MacBook Pro running El Capitan (10.11.4) and am having issues with the firewall.

Despite turning it "on" and setting up which programs to allow access, every time I go into settings the firewall is "off".


How can I find out what is turning it off and prevent it being turned off?

Have you installed something called "Private Internet Access," or any other third-party VPN client software?

I have the same problem. Ever time I check my firewall, it is off. I turn it on and lock it. When I check it again, say, a month later, it is off.


I have an older MacBook Pro made in the spring of 2013, with OS X El Capitan version 10.11.5. It was just completely cleaned and repaired by Apple. It works perfectly.


I have Avira free Ant-virus installed. I also Use a VPN. Could any of those programs be causing my problem? Thanks in advance for any help.
