Hey bdebarr,
I understand that your are having issues with iCloud for Windows and Outlook syncing with Outlook 2007. Let's go over some troubleshooting to get this sorted out.
Since you say it is not syncing, what part is not syncing, email, contact or calendars? The first thing I would look at is with the article below. It will cover all aspects of troubleshooting issues when iCloud for Windows and Outlook are not talking and keeping things in sync.
