I upgrade my memory in icloud but I want to copy or forward my photos which already in iCloud memory I couldn't do that and always I received a message there is an error please try again later

I understand that you upgraded your iCloud storage, but it sounds to me that you are running out of space on your iPhone. I would check in Settings > General > Storage & iCloud Usage > Manage Storage
and look for what is taking up the space on your iPhone. Then it would be a matter of clearing off space on your iPhone so you can do more on your iPhone.
