my foto library became inconsistent no clue why. When I start the Foto app its asking again and again to recover individual foto's which takes a very long time taken into account that I have about 8000 fotos. Is there a special application or setting to solve this?

There are 9 different versions of iPhoto and they run on 10 different versions of the Operating System. The tricks and tips for dealing with issues vary depending on the version of iPhoto and the version of the OS. So to get help you need to give as much information as you can. Include things like:
- What version of iPhoto.
- What version of the Operating System.
- Details. As full a description of the problem as you can. For example, if you have a problem with exporting, then explain by describing how you are trying to export, and so on.
- History: Is this going on long? Has anything been installed or deleted? - Are there error messages?
- What steps have you tried already to solve the issue.
- Anything unusual about your set up? Or how you use iPhoto?
Anything else you can think of that might help someone understand the problem you have.

You are using the new Photos for Mac application, right, and not iPhoto at all?
There is no iPhoto 1.3 on El Capitan 10.11.2, but the new Photos for Mac has this version number on El Capitan 10.11.2 .

This can happen, if you are sharing your Photos Library between different user accounts. Are you accessing the library over the network or in a shared folder from a different user account on the same Mac? If someone accesses the library from a different account the file ownership of internal files will change and the library needs repairing. Where is your Photos library stored?

The network setup is the problem. If the Mac Mini has accessed the library, the file ownership changes and needs repairing, even after you closed Photos on the Mac Mini.

so I started the repair process. But now it asks over and over confirmation?
I'd connect the drive to your iMac using USB, while repairing the library. And set the "Ignore ownership on this volume" for the external drive. (from the File > Get Info" panel in the permissions section of the panel).
I installed the latest versions (OS and Fotos) on the Mac mini which is directly connected with the harddrive (firewire). This helped to restore the foto database. Thanks.
