I am using ipohone5
I am not able to login to Instagram app after updating to ios 9.3 and 9.3.1.
The error showing is: (IGFoundationNetworkingErrorDomain erro - 1011)
And for Inbox (app) the error is: Network Unavailable).
Kindly let me know the solutions.

This is implying that Instagram is not sending data back properly. Have you tried:
1. Restarting the app (double tapping the home button and closing it)
2. Restarting your phone
3. FORCE restarting your phone
4. Reinstalling Instagram

Yes, tried all the options suggested by you, even uninstalled it and the reinstall also.
Try "Resetting All Settings"
it will fix this Issue

I am worried, may lose lots of setting including mail, contact and others.
Can you please let me know what can be effected if going for resetting option?
" Resetting All Settings " is not Going to Delete any User Data !
I tried all of the suggestions made here by TheReverse AND resetting all settings.
I am still having the same issue that being_raj reports.

I have also tried to contact instagram on this, so far no feedback from them.
I think it's bug, it is from ios or instagram????
I have scoured the internet and you are the only person on planet earth who I have found with this issue. Who is your service provider? I use Virgin Mobile USA.

I have an iphone 4s and have been saving for a new phone. I may buy an SE today.
I hate to leave you to solve this problem on your own, but I don't know what else to do.
Raj! I figured it out.
I disabled VPN in settings. I had that enabled to block ads.
Bingo!!!
That's it, I had also activated VPN setting (we are the only two in the world having this combination)
