For iMessage, you must have an activate data connection, either WiFi or cellular. For MMS, you need to have an active cellular data connection. Do you have MMS enabled in Settings>Messages?

Apr 27, 2016 8:44 AM in response to IdrisSeabrightby Bethann2323,no error message, it just doesn't send , and they are both over iMessage, and I have an active data connection , Both WIFI and Cellular. it worked before I downloaded the new iOS , and now it doesn't.
I sent a picture right before I did the download, and it worked fine, and now I cannot send any pictures to anyone thru texts, I have tried multiple people and multiple different pictures.

Apr 27, 2016 8:46 AM in response to Bethann2323by IdrisSeabright,What troubleshooting steps have you taken? Did you check your Message settings? Did you restart? Try resetting your network settings (Settings>General>Reset>Reset Network Settings)? Restore from back up? Restore as new?

Downgrading is not supported and, even if it were, there's no reason to believe it would help. What you're describing is not a problem with iOS 9.3.1

Ok, so you didn't actually do all the troubleshooting. The next step would be to restore from back up and test. If that fails, restore as new and test.

If you just downloaded the "new iOS", you don't have the same version as the OP. You have iOS 9.3.2. But, no, it's not an issue with this (or the previous) version of the software. There is obviously a problem but that's probably not it.
