Apr 27, 2016 7:55 AM in response to sadgeorgeby javaliga,iCloud is for syncing your photos across your devices. It is not meant to be used simply as external storage. That being said, perhaps you might want to uses Photo Stream:

When you turn on Photos, iCloud for Windows creates a Photos folder in File Explorer called iCloud Photos. My Photo Stream automatically downloads any new photos that you take on your iOS devices to the Downloads folder.
I believe iCloud (with Photo Stream) will download photos to your PC, but not the other way around.
