The iCloud is perhaps better thought of as a syncing device rather than off device storage
You may want to consider apps such as Google Photos or Upthere or import them to a computer for external hard drive storage

Photos for MacManSinha is correct in that the iCloud Photo Library is a syncing feature and not an off Mac storage system. It was never intended for off Mac storage. The same is true with the iCloud Drive feature.
If you want off Mac storage use an external HD what is formatted as shown in this screenshot:
and use a backup app like Time Machine to keep the backups current.
