The Apple bar with "File, Edit, View, etc" used to show on Safari and now it doesn't. How do I make it show again? I can't figure it out.

I have a late model 2013 Macbook Pro. The Apple bar with "File, Edit, View, etc" used to show on Safari and now it doesn't. How do I make it show again? I can't figure it out. It is annoying to have to slide my mouse up there to make them appear (they disappear so quickly) - They used to be there. I am guessing my last update made the change, but I don't like it. I have looked in the view settings and can't figure out how to change it and can't find any help topics on it.

I have Mac OS X El Capitan.
