Does Apple plan to make the watch functional without the phone? Specifically Bluetooth, music and GPS functionality, I would like to use it to run without my phone.

Note that both using Bluetooth (for example, to pair Bluetooth earphones directly to your watch) and listening to music (from a playlist that has been synced to your watch) are already supported by Apple Watch, including when the paired iPhone is unavailable or out of range.
