Move the cursor over the icon and then press and hold and slide your finger over the touchpad surface.
If problem then check your trackpad preferences.
Also note you may not be able to move them They will snap back) if other than None is selected in Sort by if you press and hold with two fingers and select

Thanks. It is very touchy but, if I do not press to hard, the technique seems to be to lightly click the icon with one finger, then drag another finger across the pad. I do not see any way to customize that particular action in the Trackpad Preferences.
