What does the message that a file "can't be opened for some reason"mean?

Probably corrupt. I just had this same issue on Windows, and had to restore from a backup. PowerPoint actually did try to "repair" the file, but could not.
Use your backup.
This Pages document appears to be on some form of mounted storage device. Copy it to your Desktop, press and hold the shift-key, and try opening the document again. If that doesn't work, try opening it in the Preview application (from where you can copy/paste into a new local Pages document). If it won't open in Pages or Preview, then restore from a Time Machine backup prior to this file problem.
If nothing in the first paragraph works, try opening the Pages document with Pages for iCloud.
When Pages v5.6 or later cannot open a document for some reason, you are done with the document, as there is no recovery process — unless a backup exists, or the document was exported to Word.
