The Forgot Password button isn't even showing up...

How do I reset my security questions when the button isn't even showing up? I really don't want to call because I have terrible anxiety when talking to people on the phone.

No reset link means that you don't have a verified rescue email address on your account, see the 'If you can't reset your security questions' section on the page that you posted from.

You can try contacting Support via this form and explain, but they are likely to want to talk to you as they need to confirm your id and that it's your account before they will potentially reset the questions (and it might take up to 48 hours for them to reply) : https://www.apple.com/emea/support/itunes/contact.html

When they've been reset you can then add a rescue email address for potential future use : About your Apple ID email addresses - Apple Support

Or if it's available in your country you could change to 2-step verification : Frequently asked questions about two-step verification for Apple ID
