Cisco Anyconnect VPP via Apple Configurator

We've recently signed up to VPP and we are trying to deploy VPP apps via Apple Configurator 2. All of the applications that we are deploying are working as expected and do not require an Apple ID when running apart from Cisco Anyconnect each time the application is run its always asking for an Apple ID.


If I deploy the same app via an MDM using the VPP certificate it works correctly and does not ask for an Apple ID.


Has anyone got any ideas?
