Hello there, EcosseJSL.

It seems you want to know if iCloud storage can be purchased using Apple School Manager application. The following link to the online Apple School Manager Help Guide explains that it integrates with the Volume Purchase Program (VPP) to purchase apps and books:

Apple School Manager Help - Volume Purchase Program overview

Volume Purchase Program overview

The App Store and iBooks Store feature thousands of great apps and books that users can purchase, download, and install. The Volume Purchase Program (VPP) gives institutions a simple way to purchase apps and books in volume and distribute apps to devices (with iOS 9 or later, or OS X El Capitan or later) and apps and books to administrators, staff, instructors, or students. Apps and books on the App Store and iBooks Store are eligible for purchase under the program.

The Volume Purchase Program also lets app developers offer special pricing for app purchases of 20 or more copies to eligible educational institutions, including any K–12 institution or district, or any accredited, degree-granting higher education institution. Special pricing isn’t available for books.

Mobile device management (MDM) solutions can be integrated with VPP, letting your institution purchase apps in volume and assign them to devices or specific users. When a device or user no longer needs an app, you can use MDM to revoke and reassign it to a different device or user. You can purchase books in volume, but once they’re distributed to users, books remain the property of the recipient and aren’t revocable or reassignable.

You can also integrate the VPP with Apple Configurator 2, so apps can be installed and assigned to devices. For more information, go to Apple Configurator 2 Help.

Note: The Volume Purchase Program is available in the following countries or regions: Australia, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Hong Kong, Ireland, Italy, Japan, Luxembourg, Mexico, Netherlands, New Zealand, Norway, Singapore, Spain, Sweden, Switzerland, Taiwan, Turkey, United Arab Emirates, United Kingdom, and United States.

Additionally, the same Help Guide provides more information in regard to Managed Apple IDs:

Apple School Manager Help - What are Managed Apple IDs?

What are Managed Apple IDs?

Like any Apple ID, Managed Apple IDs are used to sign in to a personal or shared device and to access Apple services, including iCloud, iTunes U, and Apple School Manager. Unlike Apple IDs, Managed Apple IDs are owned and controlled by your school or district, which means the institution can reset passwords, limit purchasing and communications, and set up role-based administration. Apple School Manager makes it easy to create unique Managed Apple IDs for staff members, instructors, and students.

Some Apple services and features are disabled for Managed Apple IDs, such as:
